Don't the run at a penalty if you don't have the coal? Just like units get penalties if you go negative on the resource.
Not sure what exactly you are asking. When you want to build a factory you need 1 coal to build it and that 1 coal remains "tied up" in the factory to cover the operational coal needs of that factory. So you cannot re-use that 1 coal for something else. Also, you don't need a second coal to sustain the plant for production later on.I know I need it to build factories, but say I trade for 5 Coal and build 5 factories... will I need the coal anymore after that?
If you traded coal to build the factory, and you the trade expires, then you are running at a strategic resource deficit and I expect your factory to be a lot less effective (like with swordsmen fighting without iron).
No. If you build hydro plants, nuclear plants or parts factory you need aluminum/uranium to run them though.

You don't get the coal back unless you sell the factory or the factory is destroyed in a war when the city is taken over or is razed. I other words, the building acts as a kind of unit that depends on a resource like horseman needs horse, swordsman needs iron, etc. I think that sums it up nicely, eh?![]()
