Does a capitulated state count for Domination?

Lets say I have beaten an opponent down and he/she capitulates, does their territory count as my land towards a domination victory?

Half of the vassals territory and population count towards your domination limit (and your score).

What about for Conquest? Do you still earn Conquest if you defeat all the civilizations, but have some as vassals?

yes. if all remaining civs are your vassals, you win conquest.
