Ya I always go wide with liberty opening and endgame will have like 20 cities gained from conquest. I go order since it has the most happiness and lets you go very wide.

I pretty much faceroll immortal 100% of the time, diety is much harder though.
Also I never puppet only initially during the revolt period and then I annex and grow. If city is bad I just raze it.
Also you don't really want to settle all your cities going wide. You want to start out with 3 or 4 of your own and then start conquering nearby neighbors.
