What are you talking about? Graphics? Goverments? Rules? The completed modpack section is filled with good mods. As I only use graphic ones (so far I e3dit my rules when I want to), I can give you some advice about them. This modpacks make the game more enjoyable to look.
Graphic modpacks you must get:
-Evanciv's Population Heads with Tiny Mood Badges
-Il mafioso's Improved Wonder pics
-Sn00py's Terrain Graphics Modpack
You could get one of this mods that gives you info in the build queue. I don't use them since it cluster my city view a little (in my opinion):
-Il Mafioso's Civ3 Usability Pack 1.0
-Nemo's build queue with easy to understand info
I also use my modpack that puts labels on resources to make them easier to locate. The link is in my signature. I suggest that you enter the completed modpack section for civs, governments, rules and other graphics.

Well, the Fascist Patch website is over 4-years old... I've had a lot of time to work on the site over the years.
The Civ3 Fascist Patch is only a month old, and a good amount of that time, I've been deployed to Saudi Arabia without any chance for further refinement (specifically updating it for v1.16 and making more changes/refinements which I want to do).
Of course, as-is, the Civ3 Fascist Patch adds Fascism to the game, rebalances the naval units, and adds Hitler's mug to Germany. Not bad for a one-month old patch!
