Not sure if I should be applying a patch, and if so, which one? The conquests patch? The shortcut points to CivIIIConquests.exe which has a version of 1.22.0.0.

Does CivIII Complete for PC need a patch?

If your version is 1.22 then you don't need a patch.
The Complete discs and the 1.22 Conquests patch are incompatible (it doesn't recognize the Complete discs), so it's kind of a moot point.
