Does government type affect food production?

I know that under Despotism my citizens don't produce food to the full capacity of the land they are working on. Once I switch to Monarchy, I'll get more food because now they work the land to full capacity. What happens if I switch to the modern government types? Do I get extra food production? I only know for Republic and Democracy I get extra trade arrows. How about food? I'm very worried about switching to Republic / Democracy from Monarchy in my current game because (1) I have many settlers (2) my people are on the border of happy and unhappy (3) most of my cities only have 1-2 food surplus.
 
The reason why democracy grows so fast is because if they have "we love the president" day, and the city has surplus food, they will grow 1 citizen per turn. Once, I grew 18 million people in 1 turn!
 
Food production only changes with,irrigation,farming and supermarkets.Government has no effect except:in Despotism,irrigation has no effect.Where government does effect it is the amount of food each settler/engineer uses.1 food under Monarchy and Despo and 2 under Republic,Demo and Commie.Not sure about Fundy
 
Under despotism, any square that would 3 or more of a particular rescore, produces 1 less than that total. Thus irrigation will not add to a grassland square, bur would add to a plains, wheat, buffalo or desert square.
Different government also change the amount of food that a settler or engineer eats, either 1 or 2.
