I noticed how puppet cities often make maintenance free buildings, such as observatories not just walls, and was wondering if rationalism finisher would push science buildings up in the queue.
Probably yes. Or it's due to the happiness of the previous rationalism policy for the same buildings.
Actually I think they'll built them anyway - always see them going for public schools at some point and that +1 gold probably won't move it before food/gold/happiness/defense buildings in the priority. Libraries and Universities seem already kinda high priority. Maybe though this is based more on how efficiently a building can be produced. For e.g. building a university with 165/150 hammers (15 lost) may take priority over building a arsenal with 231/200 (31 hammers lost).
As far asi've noticed, Puppeted cities's focus is on Gold, because everytime I annex Puppet City (mostly so I can purchase my army) they seem to be focused on Gold by default isntead of Default focus.
