Lower class is a relative term. Our poor people live like kings did 500 years ago... probably better, as most of them at least eat sanitary food, have running water and heating.
On the other hand, we find it inhumane the way the lower classes lived back then, not able to properly concieve that a natural lifespan of 26 years wasn't considered unusual.
Society will always have a relative lower class, but where that low end is located will consistantly move upwards.
