Does the Age system + Mods allow for Future age (space/underwater)?

I feel like with the addition of the Ages system they are, of course, going to release additional ages as DLC. What I am wondering is does this open up the possibility with mods for bringing back the idea of a future age where we can do things like underwater cities, space cities, maybe even underground cities? I would love to see the ability to have cities be on various layers. The one feature I miss from the Call to Power series were these features and going far into the future.
