Does the AI settle onthe New World in Terra?

I've played a few games of Terra and the new world seems to be entirely ignored by the AI. What is everyone else's experience with this?

Last time I played (several patches ago) they did not settle in the new world. They have might have patched that (but from your post it sounds like they didnt).

in terra map, smaller continents are not what AI interested it, regardless that there are several city states there.

if played using raging barbarians and started at ancient. if you don't claim that smaller continet. archaric barbarians can still be present even as of industrial era. although some of them MIGHT use firearms.
