Does the AI understand resource edits?

I'm wondering... Let's say you change the amount of production you get from cutting down a forest. In fact - let's say you make it 1% of its normal value.

Now, will the AI understand the time/effort put towards cutting down forests will hurt it, compared to the old hyperactive production rate?
 
In short, not that I can tell and they still remove jungles even though they receive no production bonus from them. So far I've tried reducing the production bonus and increasing the time needed. The production change didn't have any noticiable difference on the AI, the time increase did have an effect but it wasn't exactly what I was looking for. With forrest removal taking longer the AI wasn't able to cover every single tile in their territory with improvements whether they were useful of not (like cottages outside any city radius). I think what happens is that the AI simply improves terrain whenever they have a worker available, since most improvements are relatively quick their workers run rampant.

I plan on removing the automatic removal of forrests and jungles when a new improvement is built to see what that does, it may be an elegant solution. Otherwise I'm thinking about trying to get the AI to produce fewer workers. If all else fails I'll look into changing their automation so they prefer to work on tiles that don't have forrests or jungles, saving them for last... hopefully.
 
Thanks for an excellent response Seven05. I'm glad to see I'm not the only person who sees deforestation as a major game unbalancer. Can you let me know how your progress goes, or if you get a tennable solution? You have a much better grasp on editing than I do... or could you do me a favor? Just so I can have this as a way to stop me from essentially cheating... What line in what file would I edit to decrease the mount of shields produced from logging?
