In short, not that I can tell and they still remove jungles even though they receive no production bonus from them. So far I've tried reducing the production bonus and increasing the time needed. The production change didn't have any noticiable difference on the AI, the time increase did have an effect but it wasn't exactly what I was looking for. With forrest removal taking longer the AI wasn't able to cover every single tile in their territory with improvements whether they were useful of not (like cottages outside any city radius). I think what happens is that the AI simply improves terrain whenever they have a worker available, since most improvements are relatively quick their workers run rampant.
I plan on removing the automatic removal of forrests and jungles when a new improvement is built to see what that does, it may be an elegant solution. Otherwise I'm thinking about trying to get the AI to produce fewer workers. If all else fails I'll look into changing their automation so they prefer to work on tiles that don't have forrests or jungles, saving them for last... hopefully.
