Doesn't start

I'm trying to play Civ4 on my other computer, but it won't work. It worked fine before, but I recently reformatted my computer, so I had to install it again. It installed fine, but now, when I start the game, it gets to the "Check XML" part of the start up, then closes without any error message. I tried updating my driver, but it didn't do anything. I have all the requirements except the sound card, but I figured it would still work.

Have you patched to 1.61?
Have you tried to download microsoft xml parser?
