DoF Broken for AI in MP Games?

I usually play MP against a friend with several AI. Of course the bug still exists where the AI won't contact you on its own initiative, but other than that it seems to evaluate diplomatic proposals as normal providing you initiate the proposing.

The one exception seems to be Declarations of Friendship. I have never gotten an AI in an MP game to accept a DoF with me. Has anyone gotten an AI to accept DoF in an MP game?

edit: I should mention I am running G&K with all DLC, latest version.

I only have Vanilla, but I have got AIs to do DOFs before on multiplayer.
