[NFP] Domination Victory not triggering?

Not sure if this is a bug or if the Civ wiki is wrong, but my understanding was that if you are the last remaining civilization but haven't captured every capital, you get a generic victory (with the domination victory screen showing)

There is a sixth, related form of victory, identified simply as "Victory." This occurs when all other players have been defeated. This is usually only the case when a game is started without the Domination Victory condition and the player defeats all other players. In this case, the Domination Victory is shown.

Today I had the opportunity to test that out; I was playing with dramatic ages mode enabled, and Byzantium ended up losing its entire civilization to loyalty pressure from free cities. While on a bit of a warmongering tear, I wiped out the Ottomans and then started on the Scythians (this being a tiny map with only four civs in play)

The attached save file has me positioned to capture Scythia's final city. Nothing happened upon capture. I also noticed that the religious victory didn't trigger when technically it should have (one civilization left with my founded religion being the majority religion). Advancing to the next turn didn't trigger the victory either.

I suspect if I had gone on to take Byzantium's capital, that would have triggered a domination victory. I couldn't be bothered so I just made peace with Scythia, sent over my spare missionary and won a cheap religious victory.
