Domination Victory Showing Incorrect Status

In the victories window, the status for other civs progress is incorrect. I am the only civ that has captured any other capitals. The first two civs on the left correctly show 0, my civ (third from the left) shows 57, and the other three civs to the right of mine show 57 as well. Since they haven't taken a single capital, shouldn't they also show 0?

1. Added the save game attachment.
2. After capturing another civs capitol, that civ went to 0 on the domination victory and my civ and the other two remaining civs both increased to 71.

I believe this is working as intended. In BE, you don't have to capture all the capitals, you just have to be the last one with your capital. If you take a capital, all civs that still have theirs are on equal footing with you. You could theoretically win the game without taking any capitals if each other player took his neighbor's capital and lost his own.

You could theoretically win the game without taking any capitals if each other player took his neighbor's capital and lost his own.

This is not in line with what's written in the game. Under the victories screen at domination it says "... The only way to safeguard our new home is to become the undisputed masters of it. You must conquer the capital city of every other faction on the planet. Only then, with all rival nations eradicated or united under our banner, will peace truly be assured." The tickbox underneath says "Conquer all other players' capitals".

I observed a similar odd calculation. I have conquered the capital of Jama Barre. He is correctly displayed as 0. Suzanne Fielding and Rejinaldo de Alencar are both in possession of their own capital, but we are all displayed at 33 victory points.

Since I control 2 capitals I expect to be at 50% while the others are at 25% each (and Jama Barre at 0).

The text in the Victories screen is imprecise, the Victory explanation in the Civilopedia is correct.
You can win as soon as you are the only faction that still owns its original capital, even if you do not own any other capitals.
