Domination Victory Won't Trigger After Liberating Ghandi

I liberated one of Ghandi's cities (not his capital) to bring him back to life and a couple of bugs happened:

• First, we were at perpetual war because I had been the player to kill him off. However, neither of us were able to attack each other and I was not allowed to enter his territory. We made peace but were still at war for the rest of the game, still unable to attack each other.
• Second, the domination victory wouldn't trigger later on when I won. To be honest, I'm not sure if this is related, but I feel like it is for some reason.
