Enemies remain at war with you after defeating them.

I noticed this issue while modding. When trying to make any condition dependent on being "at peace" (either through 'player_at_peace' requirement or inverse of 'player_at_war') if you defeat a enemy by taking all their cities you will remain 'at war' for purposes of the requirement. I believe this has to do with the fact civs can be 'brought back' by liberating their cities. Strangely, other mechanics that have conditions depending on peace, like War Weariness, work like normal. Of course war weariness is a integral component of the game controlled by global parameters, not modifier arguments.
