When you have to get the 66 percent for both land area and population, is the population measured in the millions the way it is in the Top Five Cities menu, or is it measure as a sum of the city sizes labelled on the map?

AFAIK it its actual pop points, but I could easily be wrong.

pop points? So like city size 14, as opposed to 1 000 000 or so citizens in that city?
