Domination

I was just wondering if there is a population requirement for domination victory in the original Civ III. Also, if there is a way to find out what victories you've allowed. I am sure that I allowed all victory types, but for some reason I haven't won yet in this game:

You need 2/3 of the land, AND 2/3 of the population. Even in Vanilla Civ3.

And you can use the mapstat utility to help you keep track of where you stand.
