Domrey not able to move and shoot on same turn

I moved a Domrey off a hill and onto flat land adjacent to a barbarian camp, with the idea that I could wipe out the barbarian on the next shot and then move it in to destroy the camp while keeping another civ from doing so. But when I moved it next to the camp, it couldn't shoot, even though it still had one movement left.
