i abandoned a size 1 city whose only occupent was constantly unhappy (due to "cannot forget the cruel oppression you bore down on us") and then created a new city on same square. 2 turns later - same thing.

what is this "cannot forget blah blah", anyhows, and how can it come up after 2 turns in a new city??

Have you used population rushing or drafting in this city?

That is the cause of these "cruel oppression" comments made by your unhappy citizens. If you captured this city from another civ, chances are that pop. rushing or drafting has occured.

I believe the reason that your new city experiecnces this is because in patch 1.21f, any pernalties for pop. rushing and drafting in and abandonned city are carried over to the nearest city. This was to stop poeple exploiting the abandon city feature and basically nullifying all penalties for drafting, etc.
