Download problems yet AGAIN!

I still can't install downloads! I downloaded patch 3.19 so I could get this one mod. I downloaded it (it was a winrar file) and my God much to my surprise (not really) I got a pop-up that said "WinRAR: Diagnoses message" With no joke, over 700 errors. Please help!

The 3.19 download should be an executable (.exe) and not a .rar file.
What is it exaclty what you're downloading (link please).
