I know this has been asked before, and I know there is a thread explaining it (Or I've seen one) I just can't for the life of me find it.

So, what are the steps for downloading MODs and Scenarios and units and stuff?

1. Baby steps.
2. More baby steps. :joke:

Seriously:
1. D/l the MOD and place the folder in your CIV4 main MOD folder. If its Warlords then put it in that one.
2. D/l the scenario/(MAP only) and place it in the My Documents/My Games/SID Meier's Civilization 4 (or Warlords)/Saves/Worldbuilder.
3. Done.

It depends on what you are downloading. Most mods come with an executable that will install it for you. If not just copying the files under the 'C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\Mods' is usually enough. Check in the mod thread to see if their are any special instructions.

Units and such are typically here for mod makers to use, not players. You cant just easily take a unit you like, download and have it show up in the game. A madmaker needs to add it to his mod before most players will be able to use it.
