Nah, its perfectly fine to ask! ^_^
They are both related to certain civics,
Drafting units requires you to have Nationhood (Required tech is Nationalism, it is a legal civic)
Spending gold to hurry production requires Universal Sufferage (Required Tech is Democracy, or, building the Pyramids will also give you access to it, it is a government civic)
Sacrifice population to finish production is Slavery (Required Tech is Bronze Working, it is a labor civic)

If you are asking how to do it once you've adopted those civics, you need to go into the city information screen and press the little buttons on the bottom right, adjacent to the build icons.
