Drafting

Has anyone else had problems with drafting? I recently switched to Communism for the advantage of quickly conscripting defense for my cities, and experienced the following problems:

-sometimes the Draft Button on the Production Bar does not appear

-sometimes clicking on the Draft Button has no effect

-always (in my experience) when clicking on the Draft Button and it works, I have to go to the next city and come back to see the effects (additional infantry, lowered population, unhappy citizens)

-never able to successfully draft the 3 allowable in Communism from a single city

I apologize if there are other posts related to these questions. I searched and was unable to find any, but it seems unlikely that I am the only one to experience these issues.

I have also had many of these problems. It seems that cities near my capitol wont let me draft anyone. Im in Democracy so that may make a difference. Most of the time though clicking the draft button has no effect until I leave the city screen and come back.
