With DSL you usually get a firewall set up automatically. Which will cause players not to be able to connect to you. You will either have to allow Civ 2 to access the internet....thus freeing the ports, or tell the firewall which ports Civ 2 needs open and open them manually.
Or.....
Civ 2 could be reporting the wrong IP address. What you need to do in this case it open winipcfg from the run menu. Then get the IP address for your Network card that's connected to the DSL modem and change the IP address in Civ to match it.
This should fix your problem!!!

Here is another piece of advice. Instead of getting your ip locally from your computer get it from a website. Go here: http://www.simflex.com/ip.htm
Click on the button that says "My IP is".
You will get sent to a new screen that will have your ip address listed.
Also, firewall. Do you have a firewall set up?
