I can't find this in the Civilopedia...

How do you propose a Mutual Protection Pact?

When you have researched Nationalism the option MPP will occur.
The same for a trade embargo.
Just use the F4 diplomacy screen.
(And yes you need an embassy.)

you need to establish an embassy (writing) and get another technology later in the game I forget what... right click on some of the technologies one of them should say

then just propose it to another nation

Do they have to have Nationalism also? They're way behind me...

No, only you have to have it, and vise versa for them if they have it and you don't. Its the same with all treaties in the game.
