2: the map is one of dutch gemeentes (county-equivalents). Some have really odd names and may be considered NSFW by immature people.
3. Don't blame me for the borders.
4: Yes it's a silly IOT. No, you can't hijack the entire IOT with Rome.
5: Don't get mad when Dutch tends to be an odd language.
Joining:
pick 3 joined provinces
name your nation
pick a capital (which factors into expansion)
flag history, etc are optional.
Claims:
you get 3 claims per turn.
the further you get away from your capital the more expensive the expansion because god knows the public transport here never works.
As such:
BORDERING capital: 1 claim
Borders a BORDERING province: 2 claims
anywhere else + BORDERING across water (exception: flevoland): 3 claims
A bordering province across water is one you could in theory directly access by swimming and not have to take the ferry for, i.e. directly opposite within reason.
Flevoland, being a bunch of islands stiched together with super earth duct tape, is considered 1 claim thing.
Armies:
Armies are raised with 1 per province. They can then be redeployed wherever.
Navies:
Navies are raised with 1 per two coastal provinces and 1 army. they can then be redeployed wherever and can attack coastal provinces for a bonus
Combat algorithm
(number of armies on offense)+.5(number of navies on offense)vs(number of armies on defense)+.5(number of navies on defence)+0.3(natural defence bonus from breaking all the levees)
