DX10/11 exe messes w/ my resolution

So I have an ATI 4870 1gb card, and in the CCC I have to set the overscan all the way up to get my 1920 x 1080 @ 60hz (1080p) resolution to fill the screen. In every other game I've ever played, and also the DX9 version of Civ V, the screen loads totally fine and there are no issues. However in the DX10/11 exe of Civ V, whenever the game loads it's as if it doesn't acknowledge the overscan setting in the CCC, and I'm left with black bars all the way around the screen.

Now I CAN alt+tab out of the game, load up my CCC, and if I click the overscan settings again, it fixes Civ V and I'm able to play the game as normal. But I have to do this every single time, no exceptions on the DX10/11 version. It's just kind of strange that this is the first and only time I've ever seen this happen.

And I have to say that I'm not sure if it's even worth going through all of that each time because I really don't notice much, if any difference at all between DX9 and DX10/11 modes. Perhaps I'm not looking close enough and/or remembering the differences between the 2, but they don't seem to be very different.
 
Problems with DX10/11 here too. Game crashes everytime I save, and once right after I loaded a game.
