I treat it a lot like CiV for number of units. Though in CBE I tend to build soldiers instead of "ranged" because the ranged are just such wet paper bags, and the cities ranged hit hard enough for a decent ranged D early on.
I start with a worker, so after "old earth relic" I build another explorer, then clinic, then soldier. Once the soldier is done, I'm either building a colonist or getting one free from prosperity. Soldier escorts the first colonist, which usually nets you free soldier from the quest to colonize.
When i get purity 1, my explorers are usually done excavating most sites, so I use them to escort new colonists while my marines are out torching the local fauna.
I typically follow the "one soldier per city" rule until an AI starts denouncing me, then I'll mix in some ranged. I tend to keep those soldiers/marines out killing aliens/clearing nests in the direction of my expansion.
