Soothsayers should not be able to use their abilities within friendly territory. You can build the Great Bath and continuously flood your own cities to farm a ridiculous amount of Faith, and you have the Faith to pay for the soothsayers themselves. Or Liang with her promotions and farm volcanoes and flood. Oh, and of course, Egypt, with the buff from GS, Egypt is really powerful. They have an early Faith output to purchase Soothsayers, suffer nothing from floods and can farm a huge boost in food and production just from this one unit.

Yea that should be their intended use that are not trolling other civs and without other promotions, although i'm not sure if they randomly choose what disaster they can call (if that location is valid for two or more disasters)
I just conquered Great Bath and am about to try this strategy out.

Try it, it is so powerful it is hilarious. I am arguing that they should not be able to use in friendly territory to farm, since there is basically no punishment for this.

Russia can now actively weaponize Blizzards and Japan, Hurricanes for defensive purposes, right?

You don't recall the famous WW1 battle where the russians sent out Rasputin and buried the central powers in 10 feet of snow?

They open up some cheesy options and a good pathway for early faith civs to thrive. A mean a few hundred faith to absolutely STACK a river valley is amazing.

Soothsayers cannot activate Hurricane, but can still do Blizzards when standing on snow/tundra and dust storms on desert. I mean, if they want to use soothsayers for defensive purposes like sending a soothsayer on a tile right next to your empire and create a storm there to stop enemies. But being able to create multiple tiles with +40 yields each is nuts.
