Not sure if this is the right place, but I downloaded a mod (Earth 2018 scenario).
All works great. However, I wish to tweak the cities of the civs and city states in the scenario... such as the population,buildings,districts,etc for my own enjoyment.. Maybe even place or take away some resources.
My question.. can I do this?
If so do I use fire tuner, worldbuilder or something else? Both?
I tried worldbuilder but I can't place buildings (library, armory etc...)
