You can't change these things in the game, you'll have to do some easy modding. To change the description, look in My Documents\My Games\GalCiv2 and edit the .raceconfig file of your custom race. Write your description between the <Description> and </Description> tags. Then save.
Modding the planets is a bit harder. There's an example of how to do it on the official GalCiv forums Modding custom planets and a modding guide here: Modding Guide
The short version is: Go to C:\Program Files\Stardock\TotalGaming\GalCiv2\Data\English\CustomPlanets.xml . I think that all custom civs use the CustomDefault star system at the bottom of the file. The name of the star and homeworld will both be the name of the homeworld that you set in the civ's setup in-game, or in its raceconfig file. And the system has to have 5 planets, but you can change all the other data here. Then save. That should do it.
