Editing Diplomacy

I would like to edit the possible-trades in diplomacy. For example, I would like to be able to trade 500 gold for 10 yearly payments of 60 gold, or trade my world map for resources. If I could also edit the willingness to trade technology, that would be cool too. Does anybody know how I can do this?

Also, one-way-only open borders would be pretty cool.

Most diplomacy options are handled in the .exe, which cannot be modded. The rest is handled in the .dll, so you'll need to know c++, and find out if you actually CAN do this.
