Editing scenario for more than 18 players in hotseat

Hello,
I have a question concerning the possibility to change the maximum number of playable civs in hotseat game. I plan to play a big hotseat game with friends, that would involve 24 civilizations (if fact, we all want to have separate state to play with). I've been searching for a solutions, but encountered problems, and i'm asking for help.
We would edit Napoleonic Europe scenario (http://forums.civfanatics.com/downloads.php?do=file&id=3554) by adding more civs (which we know how to do).
I've found already made DLL (http://forums.civfanatics.com/showthread.php?t=192620) file that allows more than 18 playable civs, and which worked in other mods in Warlords (for example Barberians). However, after placing this DLL file in Napoleonic Europe mod folder, the game crashes, and wont start. Any ideas how to solve the problem?
 
I suppose that you can play separately the unedited scenario with your current version of Warlords (without the dll). I suppose that you know that you need to open x Team slots & x Player slots according to the number of players allowed by the dll, even if you don't use them.

This being said, try to open it when you have Python exception popups enabled and see if there is any error message.

If you don't know what I mean by enabling Python exceptions:

under My Documents/My Games/Beyond the Sword folder (or similar), you have a file called CivilizationIV.ini. Change the file like this:

; Set to 1 for no python exception popups
HidePythonExceptions = 0

The 0 setup will bring popups ingame if there are Python problems.
