Editor does not have enough power and flexibility to make nice changes

The editor is very limited in what you can do in.

I wish that I could make a mod in which for Strategic Resources, you do NOT have to have them in order to build certain units like modern units, but not having them will cause a big production penalty of like lets say +100% (ouch) and take you twice as long to build a unit or twice as much money to buy. I urge Firaxis to implant this rather than the monopolistic unrealistic SR system we have now. Either the player can't win against a computer because he doesn't have rubber or the computer cannot challenge the player either because all the computer has are swordsmen while the player has modern armor and both have the technology to build them.

But unfortunatly I cannot do that.

I cannot make it either so that I can make veteran/elite status not effect the amount of hitpoints you have but rather the value of your attack/defense values because that is more realistic. In real life elite units don't have bulletproof skin, but rather their trained better to fight than rookie units are. Also making all units have a standard 10 hitpoint like CIV III will decrease the chances of 'odd' battles where spearment kill modern armor without getting hurt. Nor the speed which they 'damage' each other so 10 hitpoint battles don't take forever to do especially in a long war.

But unfortunatly I cannot do that.

I thought this would be a step up from CIV II, but I can't do things I think should be very possible to do easily to promote mod making.

I want to do things like the change the values of how much a wonder or improvement will do things, like the amount of bonus science a library will give you, for example increasing it from +50% to +75% or so.

Oh well, I guess I have to wait for Civ IV.
