Elections, Resolutions, Size--who gets the call

2 different games. Built the U.N. in both. In one, was the largest civ, in the other was not. In the 1st, got to decide on the elections/resolutions...got non-proliferation passed, which I think takes nukes off the table. Got the choice to hold an election for Sec. General or not. In the 2nd, was not largest and the election happened several times without my consent. In both cases, the game ended in a Space Race victory, but I am curious if you have to both build and be largest to control the election agenda...

Have only played two complete games, so may be missing something...

i think someone mentioned in this forum that the UN votes are calculated by your population. basically, the number of votes you get is equal to the sum of all your cities population. so if you are going for UN victory, it would be good to:

1) have a LOT of cities and overwhelm them with your votes. power to the people :D
2) get on the good side of the AI. especially target those with larger empires and hence more votes (even though they will probably be your UN runnerup rival). bribe them or something.
3) if you cant get more votes, another way is to reduce their votes :goodjob: invade them and sack their cities. two nukes per city does all sorts of things to their population count as well lol, but using nukes will give u bad relations for everyone so use that as a last resort.
 
Yeap I did that test...

If the UN is built in a city, then destroyed, or if the barbs own the UN, then the two that'll get nominated for voting will be the top population folk...

If you built the UN, and have it in possession, then you'll be one out of two people nominated...

Then the one with the higher required votes will be calling the shots...

And yes, it's based on population...
