embarassingly simple question

I'm a Civ 2 vet, have been playing some Civ 3.

In Civ 2, I had already edited the ridiculously low movements for ships. It was very simple to change this stuff.

But I spent at least 15 minutes looking for where to do this in Civ 3, and came up empty. Can you help me?
 
Load up the editor "Civ3Edit" (your screen resolution has to be at least 1280x1024 to view the rules window that you will use in this program). Go to the Tools tab and uncheck "Use Default Rules", but leave "No Map" checked. Then go to the Rules tab, scroll down to Edit, and click on Units. This will allow you to edit values for the units, as well as go into other sections to edit such as Civilizations, Terrain, Improvements, etc. When you are done save it under Scenarios, and when you start the game you go to the scenarios section to play it. It will load up the scenario, tell you the rules have been changed, and then go directly into the map parameters, civilization selection, and victory conditions pages that you normally see for a new game. I have opened my Civ3edit application, but cannot find the 'tools tab'. Where is it? It does not appear to be on the tool bar.

With the v1.21f patch things have changed a bit. Now you go to the "Scenario" tab and check "Custom Rules" to be able to edit the rules under the "Rules" tab.

If you don't have the v1.21f patch, then I guess that was a typo of mine before. I recommend looking under each of the tabs for a place to uncheck "Use Default Rules", since I can't look back at the previous editor version to see what the correct tab was called. :)
