b) again, it is suggested therein that no AI unit can be adjacent to the city nor can a partisan be allowed to sprout in a city-adjacent space. It ain't that easy, is it? They can't be adjacent to any of your ground units at all -- including dips/spies, true? (At least not the next unit in the "activation" cycle.)


Also, what is the latest definition of food caravan trick? If the city gains a food trade route but there is no offsetting food debit in the sending city OR the city grows without a food surplus of its own? All other food shipments are within the spirit of the game?

It can work without the UN, but one runs the risk of that the next contact between land units will result in the Senate negotiating a cease fire; and the chances of Senate interference are far greater than the roughly 1% chance of using the Emissary's Ploy.

The assumption here is that you are capturing city with military units as opposed to capturing by inciting a revolt or subversion; if you capture a city by such "diplomatic"/espionage means, you run the risk of having the next unit activated after the diplomat or spy to be a land unit in contact with an enemy unit. If not, the ploy is still available.

Note that I've learned from the Duke of Marlborough that Partisans do not trigger land contact in the same way that other units do; hence, if you capture a city with a Partisan, it will not initiate the AI's "Peace Offer" initiative. A very useful variation on the Ploy.
