Error city-screen

At the founding of the city, the city is a long loading screen and then crash.

Previously attempted to solve the problem with the black tiles. Unpacked. FPK files and a problem occurred. Now the black tiles are gone, but reinstalling the game and fashion does not help. P2P is working properly.

If you UN-Pack the FPK, it could take as long as 30 minutes to load, just a warning.
