Error extracting support files - access denied

So i decided to start playing civ 3 again a few months ago, but when i tried to install i would get this error message "error extracting support files", then the installation would finish as normal and when i launched the game i could hear the menu-music but the screen was black and showed an error message.

However, i did a complete system restore on my computer a few days ago as it was raped by malware, and i was sure that civ 3 would work again because obviously whichever corrupted files (possibly corrupted installshield files?) that caused the problem are gone now.
But surprisingly, the same thing keeps happening on my freshly restored computer.

I also tried to install the conquests expansion after the partially failed civ 3 install.
I got some error message during the conquests install as well, but then the game (conquests) actually seems to work.
I'm pretty sure that the install is corrupted and that it will start to crash when i build a certain unit in the game or something though.

So anyway, i apologize for all the ranting.
Does anyone here know anything about the "error extracting support files - access denied" message, and why it would keep happening even after a complete system restore and re-installation of windows?
A defective disc or a hardware problem with my computer?

Also, has anyone had the same problem where the monitor goes black and shows a transmission error when you try to start the game?
 
Access denied tends to be from installing under one set of permissions and then trying to do something with a file using a different set of permissions.

In Vista and Win7 that tends to mean installing X86 folder and then running without admin.

What is the OP Sys?

BTW if you install Civ3 and then C3C and Conquest starts, you would only have to worry about Art folder stuff not in C3C. The game would get a missing file and you could copy the stuff into a place where Conquest could locate it.
