Espionage mission don't work

Hi, I am playing the Romans on emperor level. I am standing on top of an iron tile that is mined with my spy. I want to pillage the improvement, but I don't even get the option. I have almost no espionage points against Tokugawa whom I am going to perform the mission against, but it doesn't even say how much it costs in the Espionage Screen. Isn't the mission available on emperor level, or what have I missed?
 
The espionage screen shows costs only for those missions you can afford. "Almost no" EPs pretty well answers your question: the less EPs you have, the more missions cost.
 
The costs to sabotage an improvement do not seem to show up on the espionage screen.

Your problem is that you do not have enough espionage points. If you increase your espionage points with the slider and can keep your spy on the same tile for several turns, this will decrease the espionage cost and give you enough points so that you can attempt the mission.

Tokugawa may have a lot more espionage points on you and may have run a counter-intelligence mission in the last 10 turns. This increases your cost to run the mission.
