Espionage Trouble

Ok, so I haven't played Civ 3 in a few years, and maybe I'm forgetting something, but I'm having the devils own time with espionage.

I've built the building that enables espionage (can't remember the name of it) and I've planted a spy with the relevant embassy, but I can't try to persuade a city belonging to that enemy to defect, when I click on it I don't get a choice of cities, and I don't get a choice of careful/risky etc...

What have I forgotten exactly??????

IIRC, propaganda isn't available against civs that are under certain govt types.
I know Democracy is one, and possibly Republic.

Nope, that wasn't it, I can do all sorts of espionage, I just can't initiate propaganda:-(

Any other ideas folks?

The govt type only applies to propaganda (you will still be able to do everything else but propaganda against democracies and possibly republics).
I recall seeing this in a previous game. Tried propaganda on a civ that was under democracy, it was greyed out. Same civ switches to fascism during a war, and I was able to launch propaganda against it's cities.

Found it, democracy is indeed immune to propaganda (but not republic).

Now I've gotta find a way to make them change government types, I feel an invasion coming on......
Invading is probably cheaper than propaganda and whole lot more fun! :D :trouble:

Definitely agree. Besides, Propoganda you have to go city by city. A military machine is reusable. Besides the espionage building requires you to research optional techs. That takes away valuable time to get Assembly Line and Motorized Transportation.
 
I need to try propaganda in my next game. Even if it is more expensive than war, it doesn't come with war weariness.
 
Democracy is immune to propaganda, it's in the Civilopedia.
