I've built an intelligence agency, yet I stil can't seem to do all the things described in the Civelopedia.

The only thing I can do when I click on the "E" is Investigate City, and Steal Technology.

According to the Civelopedia, I should be able to sabotage production, plant spies, etc.

Where is all this?

The first thing you should do is Edit down the exorbitant cost for everything related to Espionage by at least a third.

The second thing you should do is attempt to PLANT A SPY.


Also remember, one of the best uses for Espionage is getting a rival civ to declare war on you - and that happens a lot since missions often fail.

Yeah I just read the FAQ and tried it out. Works quite well..Gets rid of that war weariness that tends to plague democratic societies.
