interms of power plants nuclear power plants have been thought of as the ultimate choice in "dangerous power" thats not entirely the case today so id say that at the begining of its availability it should have a low chance of a melt down or other disaster associated with it... but after a while the chances should become less and less, simulating the improving tech of nuclear power in terms of saftey

I do agree, this one time in civ 3, it was meltdown after meltdown...i sent all my nukes,
45... and they sent theres, about 30 all together, i had more meltdowns then nukes hitting me!!!

Doesnt Fission or somethimg stop meltdowns or is that Civ2

im not sure.... most of the time by the time i get infantry im too ticked off about the fact they can be killed by mostly anything when THEY attack that i just end up quiting

Well, maybe meltdown chance could be linked to government type, i.e. Communism does not place priority on safety over production, so chances under Communism are greater. Democracy chance would be low, Anarchy/Fundamentalism would be quite high.

I for one would like to see a Fusion plant at the end of the game. I think there will be breakthroughs in fusion technology before the end of this century. Though it would come late for warmongering, it would be a valuable improvement for working on the spaceship.

i think the linkage to government type is a little misleading... communism for example only states that the government has total control over its citizens. a communism based government "could" express concern for its citizens and still be considered communist

maybe a linkage to the civics types would be more beleavable because some of the civics choices directly refelects how you see your citizens (do you see them as sheilds(hammers)? or do you see them as people with their own feelings?)

I think it would be better to link it to budget then to government. There could be a maintaince slider. Fully maintain everything and you have no problems. Decide to raise some cash and reduce maintaince to 50% and you have a 50% that every turn something will go wrong. (The maintaince slider would be for every CI, not just Nuke Plants.)

thats a pretty good idea searcheagle. being able to lower funds for maintence sounds like a good idea in and among itself

kinda like how just after 9/11 bush called the first responders (police, firefighters) the most important but then a while later started cutting their funding

I thought that would be a good way to raise cash quickly. To often, I feel our hands are tied in that regard. It would be a way to raise cash and with the risk potential.

As for the rest of it, take it to Off Topic. Leave the political commentary there. This forum is for Civ 4 Discussions not political ones.
