Expansion packs and turning on/off their features

Hello!
I am completely new to Civ games so to start off I would like to learn by only playing the base game without the added systems in the two expansion packs. However I would love to have access to the new civs and leaders included in them. Is it possible to buy the expansion packs and play with their added civs but without the added systems like governors and weather for example?

No, the expansions are DLC which can be enabled/disabled from the main menu but disabling them removes all those features (including civs) that come with the expansion. This would include wonders too.

Thanks for your response! I'll stick to the core game for a while first before getting the expansions then.
