I am yet to see an AI deny a strategic resource trade for their money. They seem to have no ability to evaluate if they really need it, even if they have like 8 horses in early game they will trade with you for more.
This essentially lets you drain them on gold to your own advantage. We all know how much this is worth and the penalty on the AI should be obvious to anyone.
I don't think that the AIs being cash-cows so that we can easier buy off the city-states (or whatever you want to do with the gold) is reasonable game mechanics and it needs to be adressed urgently.
