I would be inclined to aire more towards Merchantilism. While Fascists often dealt with Corperations, signification restrictions were placed upon them, with the good of the nation coming above private interests. Farmers would be required to hire more hands than made economic sense, for example. Merchantilism however clearly demonstates the element of desiring to be better and stronger than one's neighbours, hurting foreign interests.
Indeed, the first fascists grew out of socialism, and the first socialists (around the time of the french revolution) were very sure about what would happen to those who didn't agree 'treated like cattle' to quote one.
What about the labour civic? I'm unsure of which they would have.
