Faction cap removal?

In reading thru the forums I saw an entry that there might be a way to remove the limit of 7 factions per game.

In searching the forums I cannot find that information, any links?

A modder who created one of the unofficial patches once stated that he might try to remove the seven-faction limit (after fixing most of the bugs). Perhaps you read that somewhere. However, it never happened.
